Referee Expectations

For the Recreation League:

1. Arrive at the field 15 minutes before game time.

2. Keep the games on schedule (start each game on time).

3. Dress appropriately. This includes an official referee jersey, black shorts/sweat pants and socks, and your 2008 referee patch. (In cold weather, layer under your official’s jersey, if necessary a jacket may be worn.)

4. Be prepared. Bring all necessary equipment to games (whistle, timer or stopwatch, game score cards, pen or pencil, watch and current season’s house rules).

5. Referee to the age of the players.

  • For U7 and U8
    You are as much of a “coach” as you are a referee. You may need to explain the correct way of throwing in, where the ball is set for a goal kick or a corner kick. If you see “excessive” pushing, tripping or hand balls, (for safety reasons) don’t be afraid to blow your whistle. Then briefly explain why you called a foul. i.e.” You’re not allowed to push from behind.” Or “Be careful not to trip another player when you’re trying to get the ball.”
    Note: U8 – Must call obvious goal tending / cherry picking.
  • For U10
    There is still some “coaching” involved, but by now, most kids know the rules.
    Again, for safety reasons, no excessive pushing or tripping should be allowed. This is the first year for the off-sides rule. Usually the first two weeks there is some leniency. But, there should never be goal tending. An option would be to mention to a coach, at the half or quarter that you’ve noticed his/her team is coming close to being called off-sides, that they need to be more careful or they will start getting called for off-sides.
  • For U12 – U14
    By this age group, the referee should be there only to do his/her job. You should be able to control the game. Don’t be afraid to make the call, pull a card or blow your whistle.


Most of all we want you to have FUN and keep the players SAFE.


For Assistant Referees (A/R’s):

1. Arrive at the field 20 minutes before game time.

2. Dress appropriately. This includes an official referee jersey, black shorts/sweat pants and socks, and your 2008 referee patch. (In cold weather, layer under your official’s jersey, if necessary a jacket may be worn.)

3. Be prepared. Bring all necessary equipment to games (whistle, flags, yellow and red cards, timer or stopwatch, pen or pencil, watch).

4. Assist center referee in pre-game procedures (checking players/rosters, field, goals, coin toss and pre-game conference).

5. In the event that the center referee is late or does not show, start the pre-game duties, including roster check. If center has not arrived by game time, start the game as scheduled.

6. Notify your assignor within 24 hours, if you have filled in for a center referee that did not show to a game. Complete the official game card and follow the instructions for mailing it in.

Please Note:

CR=Center Referee AR=Assistant referee

U16+ has a Center Referee and two Assistant Referees
